Hi Angela,
Sounds like a great gift. You can use non toxic cement (hardware stores have it) or even a more traditional superglue. If you use a superglue though you aren’t going to be able to ever remove the seaglass from the silver. You don’t need a lot and if you have a light piece of sea glass and you use too much the “gob” can sometimes show through the glass. Just use a tiny tip. Or, you can try a thin sterling silver wire wrap to hold the sea glass in place for a pendant. Good luck.
